About these prices
High-speed diesel (HSD) powers most of Pakistan's trucks, buses, tractors and generators, so its price feeds into transport fares and food prices. The government now revises the diesel price daily along with petrol; the Petroleum Division notifies it on the basis of OGRA's working.
The price includes the petroleum levy and other government charges on top of the cost of the fuel.
How fuel prices in Pakistan are made up
The price at the pump is built from several parts. The government sets each one except the cost of the fuel itself:
- Cost of fuel: the import price of refined petrol or diesel, which follows world oil prices (Brent and Arab Light crude) and the rupee's exchange rate.
- Petroleum levy: a per-litre charge the federal government collects as revenue, plus other government charges and duties.
- Inland freight equalisation margin (IFEM): spreads transport costs so the notified price is the same across Pakistan.
- Oil marketing company (OMC) and dealer margins: the shares kept by fuel companies and petrol pumps, set by the government.
Fuel types explained
- Petrol (motor spirit, MS)
- Regular petrol for cars and motorcycles, the price the government notifies. Also called super or Euro 5 petrol.
- Hi-Octane (HOBC)
- High-octane petrol for high-performance cars. Its price is not set by the government: oil marketing companies set it, so it varies by company and is higher than regular petrol.
- High-speed diesel (HSD)
- Fuel for trucks, buses, tractors and generators; its price feeds into transport fares and food prices.
- Kerosene oil (mitti ka tel)
- Used for cooking, heating and lighting where there is no piped gas.
- Light diesel oil (LDO)
- Used mainly in industry, power and agriculture.
- OGRA
- The Oil and Gas Regulatory Authority, which works out the prices the government notifies.
Is the petrol price the same in every city?
Yes. The government notifies one price for all of Pakistan, and the freight equalisation margin covers the cost of moving fuel to far-off areas, so petrol costs the same in Karachi, Lahore, Islamabad, Peshawar and Quetta. Hi-Octane is the exception, as companies set their own prices.
