Pakistan-UAE pre-immigration clearance explained: how it will work
Pakistani passengers would clear UAE immigration in Pakistan before flying and leave UAE airports like domestic travellers. What has been agreed and what is still pending.
Pakistan and the United Arab Emirates agreed in January 2026 to set up a pre-immigration clearance system, under which Pakistani passengers would complete UAE immigration checks in Pakistan before boarding their flights. On arrival in the UAE, they would leave the airport like domestic passengers, without queuing at immigration.
This guide explains what pre-immigration clearance means, what has been agreed and what is still being worked out.

How pre-immigration clearance works
- Before you fly: UAE immigration formalities are completed at the Pakistani airport, before departure.
- On the flight: you travel as normal.
- On arrival in the UAE: you are treated as a domestic arrival and leave the airport without the usual immigration check.
Similar systems exist elsewhere. The United States, for example, runs preclearance at some foreign airports so that passengers arrive as domestic travellers.
Why it matters for Pakistani travellers
- Shorter waits: no immigration queue on landing in Dubai, Abu Dhabi or Sharjah.
- Fewer surprises: any problem with travel documents would be found before departure, not after a passenger has flown.
- A large number of travellers: the UAE is home to one of the largest Pakistani communities abroad, and flights between the two countries are among Pakistan's busiest international routes.
What has not been decided yet
The January announcement did not give a start date, list the airports after Karachi, name participating airlines or set out any new requirements for passengers. Until the system starts, travellers to the UAE go through immigration on arrival as usual.
Frequently asked questions
Has pre-immigration clearance started?
Not as of the latest official announcements found for this guide. Pakistan and the UAE agreed to the system and to a pilot in Karachi, but no launch date was announced. Check with your airline or the Federal Investigation Agency (FIA) before travelling.
Does pre-immigration clearance replace the UAE visa?
No. It moves the immigration check to Pakistan; it does not remove the need for a valid UAE visa or entry permit.
Which airport will start first?
Karachi, as a pilot, before other cities.
Who agreed to the system?
Pakistan's Interior Minister Mohsin Naqvi and a UAE delegation led by Ahmed bin Lahij Al Falasi, the UAE's Director General of Customs and Port Security, in Islamabad on Jan. 13, 2026.
