Aid and services delivered by the Palestinian Ministry of Social Development reached about NIS 3.43 billion between 2024 and 2026, the Palestinian News and Information Agency (WAFA) reported after a press conference on Monday in Ramallah.

The conference reviewed the ministry's work in the Gaza Strip, the West Bank and Jerusalem, covering humanitarian response, protection, care, rehabilitation, economic empowerment and changes to the social protection system.

Dr. Mohammad Abu Al-Rob, Director of the Government Communication Centre, said Israel's continued withholding of Palestinian clearance revenues, which make up 68 percent of public revenues, has deepened hardship for families needing health care and relief.

Abu Al-Rob also said Israeli military checkpoints and gates restrict movement between Palestinian cities and villages, and that the government's available financial resources cover no more than 20 percent of its overall needs.

Dr. Samah Hamad, Minister of Social Development and Acting Minister of State for Relief Affairs, said the ministry treats social protection as a national safety net that preserves family cohesion while linking emergency relief with recovery.

Hamad said the NIS 3.43 billion total included NIS 447.6 million in 2024, NIS 826.5 million in 2025 and about NIS 2.16 billion in 2026 through August or September.

## Aid in Gaza

Through the Cash Working Group, 1.101 million cash payments had been delivered by 2026, benefiting around 147,000 families, the ministry said.

Ministry teams received about 8,000 trucks in 2024, and more than 4.15 million food assistance distributions had been recorded by mid-September 2026.

Psychological first aid and counselling reached about 30,000 women in 2024, while more than 101,000 services and interventions were recorded by mid-September 2026.

The number of registered orphans in Gaza reached 39,205 in 2026, Hamad said, alongside a national sponsorship campaign and digitized sponsorship records.

## Aid in the West Bank and Jerusalem

Hamad said the ministry provides 18 essential social services, including cash and food assistance, health insurance, educational exemptions and protection.

A total of 451,539 families benefited from in-kind and relief assistance in 2026 up to the reporting date, up from 292,063 families in 2025, she said.

By the end of August 2026, 158,492 individuals had received regular food vouchers worth about NIS 7.924 million, while 36,069 emergency cash payments worth an estimated NIS 63.12 million had been delivered during 2026.

The Palestinian Authority has relied heavily on clearance revenues collected on its behalf, and the economic strain described by officials comes as aid agencies work to reach families across both territories.
