German chancellor expects little change in Trump policy

Merz argued that Trump has governed largely without Congress for two years, and Berlin says it will keep close ties with Washington.

German Chancellor Friedrich Merz said on Wednesday he does not expect a major shift in US President Donald Trump's policies after Republicans lost the midterm elections, Turkey's state-run news agency Anadolu Agency reported.

Merz made the remarks at the Social Democratic Party (SPD) Economic Forum in Berlin, where he argued that Trump has largely governed by bypassing Congress over the past two years.

He questioned why that approach would change now.

Merz pointed out that the US Constitution gives the president a powerful position and allows decisions to be made independently of Congress.

In a separate statement, Germany said it intends to continue its close cooperation with the United States despite the election results, which dealt a major setback to Trump.

Deputy government spokesman Steffen Meyer told a media briefing in Berlin that the US "is and will remain an important partner and ally" for Germany.

Meyer said Berlin will keep working closely with Washington even if a different balance of power emerges in both chambers of Congress.

The US midterm elections are held midway through a president's four-year term and decide all House seats and about a third of the Senate.

Merz took office as chancellor in May 2025 after leading the Christian Democratic Union into government.
